Short-term Rentals
Between 2021-Aug 24 your LPROA Board worked in close collaboration with Park County in their efforts to enforce Ordinance 20-03 governing the permitting and function of Short-term Rentals (STRs). Since August of 2025 the Board has abruptly altered course and has chosen to no longer assist Park County with any efforts towards ordinance enforcement.
The LPROA Board is abdicating their Covenant and Policy/Procedure obligations to you, the Owners of Lost Park. Why?
STR History 2020-24
In 2020 Park County adopted Ordinance 20-03 to meet the desires of homeowners wishing to establish an STR business, and more importantly all other citizens concerned about impact. Ord. 20-03 fell short in implementing staff, budget, and enforcement. Concerns with trespassing, bonfires, noise, septic pollution, parties, firearms, trash, and exceeding allowable occupancy became pervasive.
T0 attempt proactive responses to these issues, during 2021-2024 the LPROA Board of Directors adhered to a policy of close collaboration with Park County to assist their enforcement of Ord. 20-03 to protect the interests all Owners in the Lost Park community
In 2025 Park County has now finished a revision of 20-03 spearheaded by County Commissioners who state as policy “Doing business in a residential zone is a privilege, not a right, under our Land Use Regulations. Park County is now poised to fully address the STR topic.
BUT WHY IS THE LPROA BOD DECLINING TO ALSO ACT IN GOOD FAITH TO FULFILL THEIR OBLIGATION TO THE OWNERS OF LOST PARK RANCH??
Conflict of Interest
At the August 2025 LPROA Annual Meeting voting took place to fill four vacant seats on the Board of Directors. Unfortunately, there were only four volunteer candidates so all seats were filled without opposition. After the vote it fully came to light that three out of the four positions were filled with individuals actually owning STRs within LPR. So 60% of STR owners in LPR assumed 50% of the seats on the LPROA Board. Of note, the three members themselves cumulatively had cumulatively had previous Ord. 20-03 violations including operation without a permit, exceeding Maximum Occupancy (allowed 13 rather than permitted 6), presence of a wood burning fire pit with amphitheater seating, trespassing, trash disposal violations, noise and nuisance issues, etc.
Since that time the same Board has declined to continue working with Park County regarding enforcement efforts covered by Ordinance 20-03. In September another STR began operation without a permit, indirect violation of Ord.20-03 and this went addressed by the Board.
